After years working directly in building code administration, permitting, and inspections across Saskatchewan, it became clear that the tools available to municipalities fell into two categories: paper-based processes held together with spreadsheets, or expensive enterprise systems that required months of implementation and ongoing vendor dependence.
Neither option served the reality of most Canadian municipalities — particularly the smaller cities, towns, villages, and rural municipalities that form the backbone of the country but are routinely underserved by software vendors who design for the largest clients first.

Ryan brings extensive hands-on experience in building code administration, plan review, and site inspections across Saskatchewan and Alberta. His background spans both technical code compliance and the operational realities of municipal offices — giving IMS a foundation that is grounded in how this work is actually done in the field, not how it looks in a software demo. He also serves in national and provincial leadership roles in the building code and inspection industry, ensuring IMS stays aligned with evolving standards and regulatory requirements.
